The Paris Agreement of 2015 urges countries to take action to address climate change, respect, promote and consider their respective obligations on humans rights, the right to health, the rights of indigenous peoples local communities, migrants, children, persons with disabilities and people in vulnerable situations and the right to development, as well as gender equality, empowerment of women and intergenerational equity. Zimbabwe's Constitution upholds gender equality as one of its principles. Gender mainstreaming has also been embedded in the National Development Strategy and programming as a critical strategy for the promotion of gender equality and women empowerment. The government of Zimbabwe fully embraces gender equality and women empowerment in Climate Change and it has come up with gender responsive policies, strategies and programmes. The Government of Zimbabwe through the Revised National Gender Policy and the National Climate Policy provide the conducive environment to increase gender responsive strategies and programmes in climate change response. To this effect a Gender Action Plan derived from the UNFCC Gender Action Plan has been crafted, which has outlined activities to mainstream gender in the 4 sectors of the Zimbabwe Revised Nationally Determined Contributions (NDCs). The Zimbabwe Climate Change Gender Action Plan has strategies and activities to mainstream gender in the NDCs 4 sectors which are Energy; Industrial Processes and Product Use (IPPU); Agriculture, Forestry and Other Land use (AFOLU) and Waste. The Zimbabwe Climate Change Gender Action Plan was informed by a gender analysis of the four priority NDC sectors which brought out a better understanding of the gaps and opportunities for gendermainstreaming in the NDCs. The gender identified opportunities for gender integration in climate change considering the gender differentiated impacts of climate change. The mainstreaming of gender through the implementation of this National Climate Change Gender Action Plan will create a broad based and inclusive economic participation as we move our nation towards attaining an upper middle income economy status by 2030 as enunciated by our President H.E Dr E.D Mnangagwa. I call upon all sectors to utilise this GAP through the whole of Government management approach and systematically mainstream gender in all the 4 sectors of the NDCs.
