Argentina's First Climate Change Study and UNFCCC Communication Preparation, 1996

This project, ARG/95/G31/A/1G/99 - Country Study on Climate Change, initiated in February 1996 with an estimated duration of 18 months, aims to prepare Argentina's first National Communication in accordance with Article 12 of the United Nations Framework Convention on Climate Change (UNFCCC) and build capacity for future communications. The primary objective is to strengthen institutional capacity through technical assistance. Key obligations include preparing and publishing Argentina's first national Greenhouse Gas (GHG) inventory and conducting an assessment of potential vulnerabilities to climate change. Information from the GHG inventory will inform an initial analysis of potential mitigation measures. This analysis, combined with the vulnerability assessments, will form the basis for developing a national program for GHG emissions reduction and adaptation to climate change. The project builds on existing activities (e.g., IFC/World Bank work on gas flaring and carbon sequestration) and collaborates with international bodies like UNEP (on adaptation assessment guidelines), the US Country Studies Program, and the UNFCCC Secretariat. Affected sectors explicitly mentioned for vulnerability assessment include sea level rise impacts, agricultural production, and oases in the High Andes vulnerable to dryer conditions. While no specific compliance dates beyond the project's 18-month duration for the initial outputs are stated, the project aims to establish ongoing capacity for future UNFCCC reporting.

Brief Description: The primary objective of this project is to prepare the first National Communication of the Argentine
Government in accordance with Article 12 of the United Nations Framework Convention on Climate Change, and to build
capacity to prepare such communications on an ongoing basis.
In this regard, the project will provide technical assistance to strengthen institutional capacity to enable Argentina to fulfil
its commitments under the Convention. The principal output will be the preparation and publication of Argentina's first
GHG inventory and assessment of potential vulnerabilities to climate change. The project will build on and synthesize
information from previous and ongoing activities in this area, including assessments of natural gas flaring and carbon
sequestration by the IFC and World Bank for potential implementation in 1995. At the same time, the project will
collaborate closely with UNEP's proposed programme for the development of guidelines for assessing the impacts of
climate change adaptation measures, and is actively collaborating with the US Country Studies Program through
participation in regional workshops and information exchange. As well, the project will participate in the informal
consultative mechanism being established by the UNFCCC Secretariat to ensure that the project's results and experience
are shared among all those involved in climate change research and mitigation activities.
Information from the GHG inventory will be used as input to the production of an initial analysis of potential mitigation
measures. This analysis, coupled with the vulnerability assessments, will serve as the basis for the development of a
national programme for GHG emissions reduction and adaptation to climate change. By ensuring the participation of a
