Philippines: National Disaster Risk Reduction and Management Plan 2020-2030 Links DRRM, CCA, and Human Security

The National Disaster Risk Reduction and Management Plan (NDRRMP) 2020 – 2030 is an updated national plan for the Philippines. Prepared and published by the Office of Civil Defense (OCD) under the National Disaster Risk Reduction and Management Council (NDRRMC), its primary purpose is to establish a clear linkage between disaster risk reduction and management (DRRM), climate change adaptation (CCA), and human security. The plan focuses specifically on addressing climate and disaster risks within the Philippines over the ten-year period from 2020 to 2030. While the provided text details the collaborative process of updating the plan, involving reviews, consultations, and workshops with NDRRMC member agencies, Regional DRRM Councils, Local DRRM Offices, civil society organizations (CSOs), and other stakeholders, it does not specify particular obligations, deadlines, or compliance dates for external parties beyond the plan's 2020-2030 duration. Affected sectors include numerous government agencies at national, regional, and local levels (such as DOST, DILG, DSWD, NEDA, DND-OCD, DENR, DA, etc.), as well as CSOs and other partners involved in DRRM and CCA efforts.
