This document is the record of the facilitative sharing of views (FSV) for Kuwait's first Biennial Update Report (BUR1) under the United Nations Framework Convention on Climate Change (UNFCCC). The FSV process is part of the International Consultation and Analysis (ICA) of BURs from non-Annex I Parties, established by COP 16 (Decision 1/CP.16) and detailed in the ICA modalities and guidelines adopted by COP 17 (Decision 2/CP.17). The purpose of ICA is to increase the transparency of mitigation actions and their effects reported by non-Annex I Parties in a non-intrusive, non-punitive, and nationally sovereign-respecting manner. The ICA process involves technical analysis of BURs by experts, resulting in a summary report, followed by the FSV workshop. This record summarizes the proceedings of the FSV workshop for Kuwait, held remotely from 2 to 14 June 2021, as part of the tenth FSV workshop convened by the Subsidiary Body for Implementation (SBI). Kuwait's first BUR and its technical analysis summary report served as input. Kuwait presented its BUR and its Nationally Determined Contribution (NDC) target under the Paris Agreement, which aims towards a low-carbon economy and climate change adaptation. The session included a question and answer segment where Kuwait responded to 14 written questions submitted in advance by Australia, the European Union, Japan, New Zealand, the United Kingdom, and the United States of America. This FSV record, together with the technical analysis summary report, constitutes the outcome of the first round of ICA for Kuwait. Key obligations for non-Annex I Parties include submitting BURs subject to this ICA process. Affected parties are Kuwait (as the reporting non-Annex I Party), other non-Annex I Parties undergoing ICA, and Annex I Parties participating in the FSV by asking questions. The specific deadline mentioned is 31 March 2021 for the availability of BURs and summary reports for the group of Parties participating in this FSV workshop, which was held from 2 to 14 June 2021. Background and mandate 1. COP 16 decided to conduct, under the SBI, ICA of BURs from non-Annex I Parties, in a manner that is non-intrusive, non-punitive and respectful of national sovereignty, with the aim of increasing the transparency of the mitigation actions and their effects reported by those Parties.1 2. COP 17 adopted the ICA modalities and guidelines2 and decided that the first round of ICA would be conducted for developing country Parties commencing within six months of the submission of the first round of BURs.3 3. Pursuant to the ICA modalities and guidelines, the SBI convened remotely, from 2 to 14 June 2021 at its May–June 2021 session, the tenth FSV workshop, open to all Parties, for the 12 non-Annex I Parties, including Kuwait, for which there was a BUR and final summary report by 31 March 2021.5 Interested Parties were able to submit written questions in advance through the secretariat. Kuwait received 14 written questions in advance from Australia, the European Union, Japan, New Zealand, the United Kingdom of Great Britain and Northern Ireland and the United States of America. 5. The workshop, chaired by the SBI Vice-Chair, Yeonchul Yoo, and the SBI Rapporteur, Aysin Turpanci, comprised three sessions covering the 12 Parties. 6.
