Sultanate of Oman Prepares and Submits Second National Communication and First Biennial Update Report to UNFCCC, Initiated March 2, 2014
This project aims to enable the Sultanate of Oman to prepare and submit its Second National Communication (SNC) and first Biennial Update Report (BUR 1) to the United Nations Framework Convention on Climate Change (UNFCCC). A key objective is to enhance Oman's capacity to meet its continuous reporting obligations under the UNFCCC. The project, initiated by a GEF Trust Fund funding proposal submitted on March 2, 2014, with a duration of 36 months, involves several components. Firstly, it focuses on updating and officially approving information on Oman's national circumstances regarding climate change challenges within the framework of national development programs. This includes an in-depth description of the country's geography, climate, environmental, and socio-economic profiles. It also involves describing the government-approved institutional arrangements and coordination mechanisms for preparing National Communications and BURs, as well as the national framework for implementing Convention objectives. Secondly, the project addresses Greenhouse Gas (GHG) Inventories and the development of tools to manage the GHG emissions database. This involves collecting activity data for the period 1995 to 2010 across key sectors: Energy, Industrial Production and Other Product Use, Agriculture, Forest and Land-Use Change (AFOLU), and Waste. Data gaps are identified and addressed, and emission factors (EFs) are reviewed and modified to suit national circumstances. The inventory of emissions is compiled for the specified IPCC sectors. A significant part of this component is improving the quality of the inventory from Tier 1 to Tier 2, and potentially Tier III for the oil sector, by harmonizing computations, adopting improved methodologies and emission factors, performing Quality Assurance/Quality Control (QA/QC), and developing a National Inventory Improvement Plan. The project is executed by the Ministry of Environment & Climate Affairs (MECA), UNEP Regional Office for West Asia, and Sultan Qaboos University (SQU), with UNEP as the GEF Agency. The GEF Focal Area is Climate Change.
