Nepal's 2011 National Framework on Local Adaptation Plans for Action

This National Framework on Local Adaptation Plans for Action (LAPA), approved by the Government of Nepal (Council of Ministers) on 22 November 2011 (BS 2068.8.6) and published by the Ministry of Environment, Climate Change Management Division, aims to ensure the effective delivery of climate adaptation services to Nepal's most climate-vulnerable areas and people. It supports the design of new LAPAs and the implementation of existing ones, facilitating the integration of climate adaptation and resilience into both local and national planning processes. The Framework identifies key entry points for LAPA implementation across various sectors: Agriculture, Forestry, Health, Water and sanitation, Watersheds, Microfinance, Education, Infrastructure, and Disasters. The process of integrating adaptation is guided by principles emphasizing a bottom-up, inclusive, responsive, and flexible approach. The Framework outlines and supports several activities from the local to the national level, including: 1) Identifying the most climate-vulnerable Village Development Committees, municipalities, wards, and communities, along with their adaptation challenges and opportunities; 2) Identifying and prioritizing adaptation actions through simple methods that empower local communities to make decisions based on their needs; 3) Preparing LAPAs and integrating them into local and national plans in accordance with the Local Self-Governance Act; 4) Identifying and mobilizing appropriate service delivery agents and necessary resources for LAPA implementation; 5) Adopting and/or implementing adaptation actions sequentially by service providers in a timely and resource-efficient manner; 6) Conducting monitoring and evaluation to ensure effective plan implementation; and 7) Identifying cost-effective adaptation alternatives for scaling up into broader local and national planning. The LAPA Framework details a seven-step process for LAPA formulation and implementation: 1) Climate change sensitisation; 2) Climate vulnerability and adaptation assessment; 3) Prioritisation of adaptation options; 4) LAPA formulation; 5) LAPA integration into planning and processes; 6) LAPA implementation; and 7) LAPA progress assessment. The framework does not specify deadlines or compliance dates for these steps or activities, focusing instead on the process and integration mechanisms.
