Further, paragraph 41(f) of that decision states that Parties not included in Annex I to the Convention shall submit a biennial update report every two years, either as a summary of parts of their national communication in the year in which the national communication is submitted or as a stand-alone update report. As mandated, the least developed country Parties and small island developing States may submit biennial update reports at their discretion. This summary report presents the results of the technical analysis of the second biennial update report of Montenegro, conducted by a team of technical experts in accordance with the modalities and procedures contained in the annex to decision 20/CP.19.
