Ukraine's 1997 GEF/UNDP Project to Prepare First National Climate Change Communication

This document details a GEF/UNDP project proposal response from August 1997 concerning enabling activities for Ukraine to meet its commitments under the United Nations Framework Convention on Climate Change (UNFCCC). The primary purpose of the project is to enable Ukraine to prepare its first national communication to the Conference of the Parties (CoP) of the UNFCCC. The project has a duration of 18 months and is funded by the GEF with US $206,000. The implementing agency is UNDP, the executing agency is the Ministry for Environmental Protection and Nuclear Safety of Ukraine, and the local counterpart agency is the Agency for Rational Energy Use and Ecology. The project scope includes four main components: (a) preparing a national inventory of Greenhouse Gases (GHG); (b) assessing the potential impacts of climate change and identifying measures to adapt to these impacts; (c) preparing a national action plan to address climate change and its adverse impacts; and (d) compiling and preparing the first national communication itself. Beyond the direct preparation of the communication, the project is also expected to enhance general awareness and knowledge regarding climate change issues within Ukraine and to strengthen dialogue, information exchange, and cooperation among all relevant stakeholders, including governmental bodies, non-governmental organizations, academic institutions, and the private sector. The project addresses potential overlaps with previous studies, such as the US Country Study Program (USCSP), by incorporating findings from its first phase.

2) The study under the USCSP was carried out simultaneously in seven Central
American Countries under the overall coordination of the Central American Council on
Environment and Development (CCAD) and the Regional Committee on Water Resources
(CRRH). As was the case also with Guatemala, El Salvador and Honduras, the study
focused on potential impacts on agriculture, coastal zone and water resources, but did
not deal with forestry, natural ecosystems or health impacts. Also, no analysis of
potential adaptation options was done.
