Summary of the Poverty, Reforestation, Energy and Climate Change Project (PROEZA) in Eastern Paraguay, Documented 30 April 2018.

The Poverty, Reforestation, Energy and Climate Change Project (PROEZA) in Eastern Paraguay aims to promote forest planting and reforestation, sequestering carbon and supporting local households dependent on family farming. The project addresses the high climate and social vulnerability of municipal districts in Eastern Paraguay, where deforestation and forest degradation exacerbate risks for agricultural livelihoods. Key obligations include providing Environmental Conditional Cash Transfers (E-CCT) to support community-based climate-sensitive agroforestry, serving as transitional support until new farming models become financially sustainable. The project will also make credit available for establishing productive forest plantations for bioenergy, timber, and silvo-pastoral production. Capacity building is included to support good governance and law enforcement related to project activities and environmental regulations. The project has an estimated lifespan of 30 years. While specific project start/end dates or compliance deadlines are not provided in this document, the legal framework governing rural women's rights in Paraguay, including Law 5446 on Public Policies for Rural Women (2015), the National Constitution (Articles 46, 47, 48), and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) ratified by Law 1215 (1986), are noted as relevant legal context. The project is funded by the Green Climate Fund (GCF) and implemented by FAO.
