This document is the Annual Performance Report for Calendar Year 2022 for the Climate Resilient Infrastructure Mainstreaming (CRIM) project (Funding Proposal Reference Number FP004), submitted to the relevant National Designated Authorities (NDAs) on 2023-05-02. The project aims to enhance climate resilience in Bangladesh, one of the countries most vulnerable to climate risks like cyclones and floods, particularly targeting the vulnerable coastal districts of Bhola, Barguna, and Satkhira. The project's purpose is multifaceted: to protect lives in rural coastal areas by providing cyclone shelters and safeguarding critical road access; to develop urban infrastructure and protect vulnerable city-dwellers from climate risk; and to establish a national centre of excellence for climate resilience infrastructure to inform and guide future development nationwide. Key obligations and activities include establishing the national centre of excellence to gather, develop, and share knowledge; supporting rural infrastructure development through the construction of 45 new cyclone shelters and renovation of 20 existing ones (which will also serve as primary schools for 18,590 children in normal times); and improving 80 km of critical access roads to these rural shelters to ensure access during extreme weather and enhance community adaptive capacities. Pilot climate-resilient urban infrastructure projects will also be undertaken in Satkhira city, potentially including improvements to drainage, flood protection, sanitation, water supply, and transport, prioritizing vulnerable populations like slum inhabitants. The report covers the performance during the 2022 calendar year.
