This document is the Preface to the National Inventory Report (NIR) of Algeria for 2023, submitted under the United Nations Framework Convention on Climate Change (UNFCCC). As a Non-Annex I Party, Algeria is obligated under the UNFCCC to prepare and update a national inventory of anthropogenic emissions by sources and removals by sinks of all greenhouse gases (GHGs) not controlled by the Montreal Protocol. Specifically, this involves communicating the inventory to the Conference of the Parties (COP) as per paragraph 6 of the 'Guidelines for the preparation of national communications from Parties not included in Annex I to the Convention' and submitting updates as per paragraph 3 of the 'UNFCCC biennial update reporting guidelines for Parties not included in Annex I to the Convention'. The report is encouraged to include NAI tables 1 and 2. Algeria prepared this NIR using the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and the 2019 Refinements, covering the period 1990–2020. The structure follows the Modalities, procedures and guidelines (MPGs) for the enhanced transparency framework (ETF) under Article 13 of the Paris Agreement, which will be in effect from 2024. The report includes general information on the inventory preparation process, summarizes overall emission trends, provides detailed sector analysis (in chapters 3-8), and covers recalculations and planned improvements (Chapter 10). The primary aim is to document the methodology used for calculating Algeria's GHG inventory. Data presented in this report updates and replaces information from Algeria's first and second National Communications due to updated activity data and methodological enhancements.

Algeria prepared a National GHG Inventory using the 2006 IPCC Guidelines for National Greenhouse Gas Inventories and the 2019 Refinements to the 2006 IPCC Guidelines and a stand-alone National Inventory Report (NIR) for the period 1990 – 2020 which follows the requirements set out in the Modalities, procedures and guidelines (MPGs) for the enhanced transparency framework for action and support (ETF) referred to in Article 13 of the Paris Agreement which will be in place from 2024 onwards. The structure of this report follows the outline and general structure of the MPGs and Guidance for operationalizing the modalities, procedures, and guidelines for the enhanced transparency framework. Chapters 1 and 2 provide general information on the inventory preparation process and summarize the overall trends in emissions. Comprehensive information on the methodologies used for estimating emissions of Algeria’s greenhouse gas inventory is presented in the sector analysis in chapters 3–8. Chapter 10 gives an overview of recalculations, including improvements made and planned. The aim of this report is to document the methodology in order to facilitate understanding of the calculation of the Algerian GHG emissions inventory. Data differs from last years’ reported data in 1st and 2nd National Communication (NC) as some activity data have been updated or improvements in methodology have been made to enhance accuracy of the greenhouse gas inventory. Data and information presented in this report replaces the information submitted in Algeria’s first and second National Communication.
