Summary of the CARICOM Climate Change Adaptation Capacity Building Project, February 26, 2003.

This project, titled "Mainstreaming Adaptation to Climate Change Project" (Project ID: P073389), aims to build capacity in the CARICOM Small Island Developing States (SIDS) to develop Stage II adaptation strategies and measures in accordance with the United Nations Framework Convention on Climate Change (UNFCCC) and guidance from the Conference of Parties (COP). The project's development objective is to facilitate the creation of an enabling environment for climate change adaptation in the participating countries: Antigua & Barbuda, The Bahamas, Barbados, Belize, Dominica, Grenada, Cooperative Republic of Guyana, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent & the Grenadines, and Trinidad & Tobago. This is pursued through three main components: (i) supporting the mainstreaming of climate change considerations into national development planning and sectoral investment projects; (ii) developing appropriate technical and institutional response mechanisms for adaptation; and (iii) enhancing regional climate change monitoring and modeling capabilities. Key performance indicators include strengthening the regional knowledge base (e.g., reliable station reporting, data dissemination, usefulness and quality of models/assessments), and equipping and training sectoral staff to incorporate climate change concerns into their work (including vulnerability/risk assessment, economic analysis, policy, adaptation options, and risk management). The project is implemented by the Caribbean Community (CARICOM) and is financed by a total of US$10.95 million, including a US$5.0 million grant from the Global Environment Facility (GEF), contributions from the Borrower/Recipient (US$3.15 million), the Government of Canada (US$2.00 million), and the Government of the US (US$0.80 million). Affected sectors include general public administration, general water, sanitation and flood protection, other industry, general agriculture, fishing and forestry, and housing construction. The project implementation period is from April 1, 2003, to March 31, 2007, with an expected effectiveness date of April 15, 2003, and an expected closing date of September 30, 2007. No specific compliance deadlines for project activities beyond the project timeline are mentioned.
