Senegal Integrated Urban Flood Management Project (2018-2023) Addresses Flood Risk in Urban Areas

The Senegal Integrated Urban Flood Management Project (FP021), approved by the GCF Board on October 4, 2016 (amended April 17, 2018), aims to protect urban areas in Senegal from flood risk, enhance resilience, and improve flood management policy. The project has an estimated lifespan of 5 years, with an implementation period from October 1, 2018, to October 1, 2023. The total project budget is EUR 71 million, comprising a GCF Grant of EUR 15 million, an AFD Loan of EUR 50 million, and a Senegal contribution of EUR 6 million. The Accredited Entity is Agence Française de Développement (AFD), and the Executing Entity is the Ministère du Renouveau Urbain, de l’Habitat et du Cadre de Vie du Sénégal (MRUHCV). Key project components include: 1) Knowing the risk (national-scale GIS risk mapping, communication); 2) Reducing the risk (structural and non-structural measures, tools for investment, and drainage/sanitation infrastructure in Pikine Irrégulier Sud, Dakar); 3) Preventing the risk (real-time hazard monitoring in Greater Dakar, protocols for managing extreme rain events); and 4) Governance (stakeholder coordination, technical assistance for the Project Implementation Unit). The project aligns with Senegal's Disaster Risk Reduction framework and its INDC submission priorities. The Funding Activity Agreement between GCF and AFD was signed in July 2018 and became effective on October 1, 2018. The grant agreement between AFD and the Senegalese Ministry of Finance was signed in November 2018. As of the reporting period ending December 31, 2018, GCF proceeds had not yet been disbursed, and project activities funded by GCF had not started.
