GEF Implementing Agency: UNDP Country or countries in which the project is being implemented: Poland Country eligibility: Poland ratified the UNFCCC on 28 July 1994 5. GEF focal area(s): Climate Change 6. Operational programme/short-term measure: OP6: Promoting the Adoption of Renewable Energy by Removing Barriers and Reducing Implementation Costs 7. Project linkage to national priorities, action plans, and programs: Poland's National Environmental Policy puts emphasis on promoting energy efficiency and non-conventional energy sources in order to reduce the total gas emissions and particularly to reduce greenhouse gases (GHG). This strategy also supports the fulfilment of Polands commitments under the UNFCCC. Furthermore, this project promotes the reduction of energy intensity in Poland, which is an important pre-requisite to European Union accession, a top national priority. 8. UNDP received an endorsement letter from the Ministry of Foreign Affairs, Department of the United Nations Economic and Social Affairs, GEF Political Focal Point dated 19.01.1998. PROJECT OBJECTIVES AND ACTIVITIES Project rationale and objectives: The project will reduce greenhouse gas emissions in Poland by removing barriers to the creation of a viable wood waste market offering clean energy. Specifically, the project objectives and activities include the following: Promote the use of wood waste produced locally and in a sustainable way as fuel for space heating in order to eliminate the existing solid fuel boilers powered by coal. Enhance the environmental and economic impact of such replacements and optimise the use of wood waste by integrating Fuel Conversion investments with Energy Efficiency improvements on the demand side. Provide a replicable and economically viable example of such an approach by creating a local wood waste market operated on a commercial basis by a company buying wood waste from wood-processing industries or workshops and managing this resource to provide thermal comfort to heat consumers (d) Provide an example of inter-municipal and public-private co-operation in managing renewable energy resources by creating an Inter-Municipal Public-Private Partnership Company (e)Assist in removing institutional, financial, and information/ awareness barriers to wider and more efficient use of wood waste for heat production Indicators to 9: Increased use of wood waste as a fuel for space heating Local markets established for buying and managing wood waste in a commercial manner for space heating. Approach of integrating Fuel Conversion with Energy Efficiency, demand side management (DSM) heat saving measures widely adopted as a common practice Increased social acceptance of WW as fuel Increased competitiveness of converting coal-to-WW vs. gas, oil or electricity Project outcomes: Local wood waste market established on the basis of long-term fuel purchase contracts to make optimal use of this waste for heat production. Methodology and templates developed for developing business plans for the creation of local companies buying wood waste from wood processing industries or workshops or timber mills and managing this resource to provide efficient service to final heat consumers. Human and institutional capacity developed to replicate the company and its integrated approach in through the establishment and operation of an information and training centre for local administrations, developers, and investors. Environmental awareness and acceptance of biomass as a fuel among decision-makers increased Carbon dioxide emission reductions increased by integrating demand-side management with the use of wood waste in the projects undertaken Guidelines for inclusion of the integrated approach into the municipal energy plans and for establishing local wood waste markets published and distributed broadly. Pipeline of five wood waste investment projects using the integrated approach prepared. Indicators to 10 : Reduction of CO2 emissions and costs of space heating LWWM in the Partner Municipalities (PM) of Jordanw (city), Jordanow (gmina), Makw, Zawoja, and Bystra-Sidzina has been established and begun operation The IMPPP Company has been registered, the wood waste storage facility (ies) has been set up, long term contracts for wood waste and heat supply and purchase have been signed Project activities Creation of a local wood waste market in partner municipalities, including business plan for the IMPPP Company and signing contracts for WW and heat supply and purchase Technology introduction and hardware investments in the wood waste storage facilities, boilers and heat supply systems. Heat energy audits and introduction of DSM measures Nation-wide promotion & dissemination campaign including: (i)a kick-off seminar (ii) four regional seminars on the project and (iii) a national round-up seminar with foreign participants from Ukraine, Slovakia, and the Baltic countries. Publication of guidelines for local governments and donor institutions for adoption of the integrated approach to fuel switching in municipal energy plans, including financing guidelines and policy recommendations for the national government and parliament Creation of an information and training centre for local administrations and potential investors Marketing plan and a development of a pipeline of five FCEE projects Indicators to 11 :
