Brazil's Second National Communication to UNFCCC Project (2005-2008)

Rationale 1. Brazil is Party to the United Nations Framework Convention on Climate Change UNFCCC. Developing country Parties have committed themselves to providing the UNFCCC with adequate information on the status of implementation of such obligations, as called for under Article 12.1. National communications are required to include the above mentioned inventory of net anthropogenic emissions of GHGs not included in the Montreal Protocol, and a general description of the steps taken or envisaged to implement the Convention. 2. According to Article 4.3 of the UNFCCC, the developed country Parties and other developed Parties included in Annex II shall provide new and additional financial resources to meet the agreed full costs incurred by developing country Parties in complying with their obligations under Article 12, paragraph 1. The financial mechanism of the UNFCCC (Article 11) is the Global Environment Facility - GEF.
