Uganda Wetland Restoration and Climate Resilience Project (FP034) Progress as of December 2019

This project, titled "Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda" (FP034), is a grant-based initiative aimed at enhancing the ability of Ugandan subsistence farmers and communities living in and around wetlands to deal with the impacts of climate change and environmental stresses. The project assists the Government of Uganda in integrating climate change effects, such as increased variability, droughts, floods, high temperatures, and violent storms, into wetland management. The project's scope targets south-western and eastern regions of Uganda, focusing on vulnerable populations, over half of whom are women. Key objectives and activities include restoring critical wetlands to improve ecosystem services like groundwater replenishment, flood control, and enhancing livelihoods through fishing and agriculture; enhancing skills for livelihood diversification and climate resilience; and improving community capacity in sensitive wetland areas to reduce climate risks and prepare for climate-related disasters, including through decentralized early warning systems. The project is implemented by the United Nations Development Programme (UNDP) as the Accredited Entity, with the Ministry of Water and Environment as the Executing Entity. It has an estimated lifespan of 8 years, with an implementation period from June 30, 2017, to June 30, 2025. The total project budget is USD 44,262,160, with USD 24,140,160 approved from GCF proceeds. As of the reporting period ending December 31, 2019 (Year 3), USD 4,400,104 of GCF proceeds had been cumulatively disbursed. During the 2019 reporting period (January 1, 2019, to December 31, 2019), progress included restoring 4,000 ha of degraded wetlands, demarcating 148.2 Km of wetland boundaries, completing one water retention facility, commencing work on another, and conducting community sensitization on wetland wise use. The project is based on grant financing, but anticipates positive spillover effects for the private sector through new revenue opportunities in rural areas. Compliance reporting, such as the Annual Performance Report (APR) for 2019, is submitted by the Accredited Entity.
