Benin National Child Project (2023-2027) under GEF Africa Minigrids Program Supports Clean Energy Access via Low-Carbon Minigrids.

This document outlines the Benin National Child Project under the GEF-7 Africa Minigrids Program (GEF ID 10831), a Medium-Sized Project (MSP) funded by the GET Trust Fund. The project, implemented by UNDP with the Ministry of Energy as the executing partner, falls under the Climate Change focal area and Renewable Energy sector. The project's core objective is to support access to clean energy in Benin by increasing the technical and financial feasibility of low-carbon minigrids and promoting scaled-up commercial investment in this sector. Key strategies include focusing on cost-reduction levers and innovative business models. The project aims to achieve this objective through activities such as promoting innovation and technology transfer for sustainable energy breakthroughs in decentralized power with energy storage (Outcome CCM-1-1). A specific component focuses on Policy and Regulation (Component 1), involving technical assistance to advance stakeholder ownership in a national minigrid delivery model and facilitate the adoption of appropriate policies and regulations. This includes facilitating an inclusive national dialogue to identify minigrid delivery models and clarify priority interventions for an integrated approach. The project involves various stakeholders, including the Private Sector (large corporations, individuals/entrepreneurs, capital providers, financial intermediaries, SMEs), Beneficiaries, Civil Society, and Government. It incorporates gender mainstreaming, aiming for gender-sensitive indicators and sex-disaggregated indicators, and addressing gender results areas like access to benefits and services, capacity development, and participation/leadership. The project's total cost is $34,526,147.00, with $1,326,147.00 from the GEF and $33,200,000.00 in co-financing. The Policy and Regulation component is allocated $287,000.00 in GEF funding and $5,250,000.00 in co-financing. The project was submitted on 9/18/2022, with an expected implementation start date of 6/1/2023 and an expected completion date of 5/31/2027, spanning a duration of 48 months.
