UNFCCC Addendum Updates Global Adaptation Efforts and Goal Framework Progress for 2023 Global Stocktake
This document is an addendum to the synthesis report on the state of adaptation efforts, experiences, and priorities, prepared by the UNFCCC secretariat for the technical assessment component of the first Global Stocktake (GST). Its purpose is to complement the initial synthesis report (published April 2022) by highlighting new developments and information that have become available since April 2022. This updated information is particularly relevant for the final phase of the technical assessment and the consideration of outputs component of the first GST, which includes the third and final meeting of the technical dialogue in June 2023. The scope focuses on the state of global adaptation efforts and progress towards the global goal on adaptation (GGA). Key activities and developments covered include the ongoing work under the comprehensive two-year Glasgow–Sharm el-Sheikh work programme on the global goal on adaptation, established by CMA 3. This programme held four workshops in 2022 covering themes such as enhancing understanding and reviewing progress towards the GGA, enhancing adaptation action and support, methodologies, indicators, data, metrics, monitoring, and evaluation, and communicating and reporting on adaptation priorities. Summary reports of these workshops and an annual report were published. A key obligation initiated by CMA 4 is the development of a framework for the global goal on adaptation. The aim is for this framework to be adopted at COP 28. While adaptation efforts are inherently cross-sectoral, the document does not specify particular affected sectors but rather focuses on the global assessment process and framework development. Relevant deadlines include the third and final meeting of the first technical dialogue of the first GST in June 2023, for which this addendum provides input, and the target adoption date for the GGA framework at COP 28 (late 2023). There are no specific compliance dates mentioned for Parties within this snippet, as it focuses on the secretariat's reporting and the ongoing intergovernmental process. Regulation/statute names and relevant processes mentioned include the 'Addendum to the synthesis report for the technical assessment component of the first global stocktake: State of adaptation efforts, experiences and priorities', the 'Glasgow–Sharm el-Sheikh work programme on the global goal on adaptation', the 'Global Stocktake (GST)', the 'Global goal on adaptation (GGA)', the 'Paris Agreement' (context for CMA), 'CMA' (Conference of the Parties serving as the meeting of the Parties to the Paris Agreement), and 'COP' (Conference of the Parties).
