New Zealand Government Green Paper on Hydrogen's Role in a Low-Emissions Economy, September 2019
This document is a Green Paper published by the New Zealand Ministry of Business, Innovation & Employment in September 2019. It sets out the New Zealand Government's initial thinking and seeks feedback on how hydrogen could contribute to the country's transition to a low-emissions economy. The paper is part of the broader work towards developing a Renewable Energy Strategy and the Aotearoa New Zealand Energy Strategy. Its purpose is to explore the potential role of hydrogen in achieving national goals, including reaching 100 per cent renewable electricity by 2035 and becoming carbon neutral by 2050, aligning with commitments under the 2015 Paris Agreement. The scope of the paper covers various potential applications and futures for hydrogen, including its role in a resilient energy system, decarbonising industrial processes, enabling hydrogen for mobility (transport), facilitating hydrogen for export, and decarbonising gas supplies. It highlights the potential opportunities for creating new jobs, growth in the energy transport industry, and the importance of a 'just transition' that is fair, equitable, and inclusive. As a Green Paper, it does not impose specific obligations, deadlines, or compliance dates but rather serves as a basis for consultation with iwi, communities, businesses, unions, regions, and sectors to inform future policy development.
