Vietnam Approves Urban Development Scheme Responding to Climate Change for 2013-2020
Decision No. 2623/Q-TTg, issued by the Prime Minister of Vietnam on December 31, 2013, approves the Scheme "Urban Development of Vietnam responding to Climate Change in the Period 2013 - 2020". The scheme's overall objective is to actively respond to climate change through rational resource use, improving urban development, planning, and investment management, raising awareness, and strengthening coordination among ministries, sectors, and localities. Specific objectives include detailing requirements from national strategies and programs (Resolution No. 24-NQ/TW, National Strategy on Climate Change, National Target Program to Respond to Climate Change), constructing programs for investigating and evaluating climate change impacts in high-risk urban systems, framing tasks and measures for adaptation to climate change and sea level rise (including limiting risks from construction and urban development), and proposing programs, projects, and funding with assigned responsibilities. The scope covers urban systems across all 63 provinces and cities, focusing on areas highly affected by climate change, specifically coastal, riverine, and delta urban areas prone to flooding, sea level rise, storm surges, land loss, and salinity, as well as mountainous and plateau urban areas facing tube floods, flash floods, landslides, and groundwater depletion. The scheme is set for the period 2013-2020, with a vision extending beyond 2020. The decision references the Government Code (Dec 25, 2001), Resolution No. 24-NQ/TW (June 3, 2013), Decision No. 1183/QD-TTg (Aug 30, 2012 - National Target Programme on Climate Change 2012-2020), Decision No. 2139/QD-TTg (Dec 5, 2011 - National Strategy on Climate Change), and Decision No. 1659/QD-TTg (Nov 7, 2012 - National Urban Development Program 2012-2020). The affected sectors include urban development, construction, planning, investment management, resource management, and various governmental bodies at national and local levels involved in urban areas. The scheme's implementation period is 2013-2020; no specific compliance dates for individual actions are detailed in this approval document.
