UK Feed-in Tariffs Scheme and March 30, 2020 Coronavirus Amendment
The Feed-in Tariffs (FITs) scheme in the UK provided financial support for small-scale low-carbon electricity generation. Its purpose was to incentivise householders, businesses, and communities to install renewable energy technologies, offering payments for electricity generated (even if consumed on-site) and an additional payment for electricity exported to the grid. The scheme's scope covered installations under 5MW using hydro, anaerobic digestion, wind, and solar PV technologies, plus a pilot scheme for micro Combined Heat and Power (CHP). Key obligations for generators included accreditation: installations of 50kW or less required accreditation by the independent Microgeneration Certification Scheme (MCS), while those over 50kW needed accreditation through Ofgem via a process similar to the Renewables Obligation (RO). The scheme applied to various sectors, including residential, commercial, and community energy projects. The original FIT scheme closed to new applications on January 14th, 2016. A new scheme with revised tariff rates and rules, including installation limits, opened on February 8th, 2016. Applications received before the January 14th, 2016 deadline were processed under the old scheme rules. The Feed-in Tariffs (Amendment) (Coronavirus) Order 2020 (Statutory Instrument 2020 No. 375), made under powers conferred by sections 43(3)(a) and 104(2) of the Energy Act 2008, came into force on March 31st, 2020. This amendment granted additional time for small-scale producers to seek entry into the FIT scheme, specifically applying only to applications that were registered before 2019, in response to the Coronavirus pandemic.
