GCF Project FP016: Strengthening Climate Resilience of Smallholder Farmers through Integrated Water Management in Sri Lanka's Dry Zone (CY2021 Report)

This Green Climate Fund (GCF) Funded Activity (FP016) aims to strengthen the resilience of smallholder farmers in the Dry Zone of Sri Lanka, particularly in the Northern and Eastern Provinces, against the impacts of climate change, including rising temperatures and extreme weather events. The project addresses persistent rural poverty and the specific vulnerability of farmers relying on village irrigation schemes, who face challenges such as unseasonal rain, low water availability, reduced agricultural production, increased food deficit and indebtedness, and contaminated surface water. Village irrigation schemes and drinking water access have been damaged by flooding, siltation, and extreme weather. The project's scope includes investing in improving community irrigation water infrastructure, scaling up decentralized drinking water systems, and strengthening early weather warnings, flood response, and overall water management. Building on baseline governmental investment, the project is expected to directly benefit approximately 770,500 people in smallholder households and indirectly benefit 1,179,800 people. The project has an estimated lifespan of 7 years, running from 2017-06-28 to 2024-06-28. This document is an Annual Performance Report for Calendar Year 2021, submitted to the relevant National Designated Authority(ies) (NDA) on 2022-03-01, as required by GCF reporting procedures. The Accredited Entity is UNDP, and the Executing Entity is the Ministry of Irrigation in Sri Lanka.
