Role: Main

Timor-Leste's Intended Nationally Determined Contribution (INDC) submitted under the UNFCCC in November 2016 outlines its commitment to climate action and need for international support.

Timor-Leste's Intended Nationally Determined Contribution (INDC), submitted under the United Nations Framework Convention on Climate Change (UNFCCC) in November 2016, outlines the country's commitment to the multilateral climate process. The purpose of the INDC is to contribute towards achieving the UNFCCC's objective of stabilizing greenhouse gas concentrations and supporting the goals of the Paris Agreement, particularly limiting global temperature rise. Timor-Leste emphasizes the principles of the UNFCCC, including 'common but differentiated responsibilities and respective capabilities' and the right to sustainable development. The scope of the INDC covers both mitigation and adaptation actions at sectoral levels. While the document expresses the intention to implement further actions, it does not specify concrete, quantifiable obligations, targets, or affected sectors within this foreword. It highlights Timor-Leste's status as a small emitter but a country highly vulnerable to climate change impacts, such as sea level rise. No specific deadlines or compliance dates are mentioned in this foreword. The document states that the INDC is subject to revisions based on national circumstances as the country develops. The foreword explicitly mentions the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement as the overarching frameworks. It stresses that international support, including technical and financial assistance, is crucially important to enable Timor-Leste to implement the actions outlined in its policies and plans. In essence, the INDC foreword serves as a statement of intent, outlining Timor-Leste's commitment to global climate action, its recognition of its vulnerability and development needs, and its reliance on international cooperation to effectively address climate change.

TIMOR-LESTE
UNITED NATIONS FRAMEWORK CONVENTION ON
CLIMATE CHANGE (UNFCCC)
NOVEMBER, 2016
Foreword
The Democratic Republic of Timor-Leste is fully
committed to the multilateral process under the
United Nations Framework Convention on Climate
Change (UNFCCC). In accordance with decisions
1/CP.19 and 1/CP.20, Timor-Leste hereby
communicates its Intended Nationally Determined
Contribution (INDC) towards achieving the objective
of the United Nations Framework Convention on
Climate Change as set out in its Article 2, as well as
accompanying information to facilitate clarity,
transparency, and understanding of its INDC.
Timor-Leste recognizes the need for respecting the
principles of the United Nations Framework
Convention on Climate Change (UNFCCC), in
particular the principle of 'common but
differentiated responsibilities and respective
capabilities' along with the right to the sustainable
development of developing countries. A global limit
of greenhouse gas emissions is also needed in order
to achieve the ultimate objective of convention,
which is "to stabilise greenhouse gas concentrations
in the atmosphere at a level that would prevent
dangerous anthropogenic interference with the
climate system". In response to the 'Lima Call for
Action', Timor-Leste is pleased to present its
Intended Nationally Determined Contribution (INDC)
to the UNFCCC, This INDC is subject to revisions to
meet national circumstances as the country
continues along its development pathway.
The Republic of Timor-Leste is a small contributor to
the greenhouse gas emissions by any measurable
indicator and yet it is at the frontline of the wrath of
climate change and sea level rise. It has a right to
develop its economy and improve the well-being of
Timor-Leste is confident that through INDCs, which is
a new, 'bottom-up' approach to addressing climate
change, the impasse in the negotiations that have
been experienced in the past years will be
overcome. Timor-Leste also hopes that the historic
