Synthesis of Nationally Determined Contributions under the Paris Agreement based on submissions by 31 December 2020

This document, FCCC/PA/CMA/2021/2, is a synthesis report prepared by the UNFCCC Secretariat, dated 26 February 2021. Its purpose is to synthesize the information contained in the new or updated nationally determined contributions (NDCs) communicated by Parties under the Paris Agreement, specifically those submitted and recorded in the interim NDC registry by 31 December 2020. The report was mandated by Decision 1/CP.21 and is intended to inform the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) at its third session in Glasgow (1-12 November 2021). The scope of the report covers 48 new or updated NDCs communicated by 75 Parties (including the European Union and its 27 member States, plus the United Kingdom) by the 31 December 2020 deadline. It synthesizes information across various elements typically included in NDCs, such as mitigation targets (quantifiable information on reference points, time frames, scope, coverage of gases and sectors), adaptation components, planning and implementation processes, fairness and ambition, contribution to the Paris Agreement goals, domestic mitigation measures, and means of implementation (finance, technology transfer, capacity-building). The key obligations synthesized are the mitigation commitments expressed by Parties in their NDCs, typically as economy-wide targets for reducing greenhouse gas emissions by 2030 compared to a base year. The report notes that the aggregate effect of these 48 NDCs indicates a projected collective emission level in 2030 that is not consistent with the long-term temperature goals of the Paris Agreement (limiting warming to well below 2°C, preferably to 1.5°C). While the report doesn't impose obligations itself, it summarizes the obligations Parties have set for themselves in their NDCs. Affected sectors covered within the NDCs synthesized include, but are not limited to, energy, transport, industry, agriculture, forestry and other land use (LULUCF), and waste. The report summarizes how Parties address these sectors in their mitigation and adaptation plans. The primary deadline relevant to this report is 31 December 2020, which was the cut-off date for NDC submissions included in this synthesis. The NDCs themselves specify implementation periods, with most covering the period up to 2030. Compliance dates are not detailed in this synthesis report, as it focuses on the content of the commitments made by the deadline, not the process of tracking or enforcing compliance. The main regulation/statute names referenced are the Paris Agreement and Decision 1/CP.21. The report itself is identified as FCCC/PA/CMA/2021/2.
